Combine the short grain rice and water in a medium saucepan. Bring to a boil over medium-high heat.

Add the milk, granulated sugar, lemon zest, and cinnamon stick to the rice. Increase heat to medium-low.

In a small bowl, whisk the egg yolks with a pinch of salt. Take about half a cup of the hot rice pudding and slowly whisk it into the egg yolks to temper them.
